Abstract

The study aimed to identify the most important areas in which NGOs are concerned, to identify their role in solving problems, and to identify the obstacles that face NGOs, and the most important proposals necessary to activate the role of NGOs to achieve that a questionnaire form is prepared.
The results indicated that among the most important areas provided by these associations are providing in-kind aid and loans, to the needy and eradicating rural illiteracy. The beneficiaries also indicated that the associations provide many services in various fields such as educational, health, environmental, women, rural youth, sanitation, and the population problem. They also pointed out the obstacles facing the associations. The beneficiaries also indicated that one of the most important proposals necessary to activate the role of civil society associations in carrying out their work is to involve the people in identifying the problems existing in the village and their needs. Providing a suitable place for the association. The study recommends the following:
1-The need to establish legal mechanism to ensure that these organizations continue to provide services.
2-Civil society organizations must involve the people in identifying the problems and ways to solve them.
-3 The Ministry of Social Solidarity must support civil society organizations to carry out their work.
4-The need to educate rural people to join these associations through the media.

Abstract [العربیة]

هدفت الدراسة إلى التعرف على أهم المجالات التي تهتم بها الجمعيات الأهلية، وكذلك التعرف على دورها في حل المشكلات، والتعرف على المعوقات التي تواجه الجمعيات الأهلية في القيام بعملها، وأهم المقترحات اللازمة لتفعيل دور الجمعيات الأهلية في القيام بعملها، ولتحقيق تلك الأهداف تم إعداد استمارة الإستبيان.
وأشارت النتائج إلي أن من أهم المجالات التي تقدمها تلك الجمعيات هي دعم الأسر الفقيرة وتقديم المعونات العينية للمحتاجين وتقديم المساعدات والقروض ومحو أمية الريفيين، كما أشار المستفيدين أن الجمعيات تقدم العديد من الخدمات في المجالات المختلفة كالمجال التعليمي، والصحي، البيئي، والمرأة ، والشباب الريفي، والمشكلة السكانية، والصرف الصحي، وترشيد الاستهلاك، كما أشاروا إلي العديد من المعوقات التي تواجه الجمعيات فمنها خاص بالتمويل والأخر بالهيكل الإداري، كما أشار المستفيدين أن من أهم المقترحات اللازمة لتفعيل دور الجمعيات الأهلية في القيام بعملها هي إشراك الأهالي في تحديد المشكلات الموجودة بالقرية وتحديد احتياجاتهم وتوفير المكان المناسب للجمعية. وتوصي الدراسة بالآتي:
1- ضرورة وضع آلية قانونية ومؤسسية مناسبة لضمان استمرار تلك المنظمات في تقديم الخدمات.
2- يجب على منظمات المجتمع المدني إشراك الأهالي في تحديد المشكلات الموجودة بالقرية وسبل حلها.
3- يجب على وزارة التضامن الإجتماعي مساندة الجمعيات الأهلية مادياً ومعنوياً للقيام بأعمالها.
4- ضرورة توعية الريفيين بأهيمه تلك الجمعيات والانضمام لها من خلال وسائل الإعلام.
