Equality for Cereals Winter Vegetable Prices

Abstract

Farmers complain of not keep pace with the evolution of the prices of their products in the value of production inputs, which generates have a sense of injustice and weakens their purchasing power.
Based upon targeted search estimate parity prices for Cereals major vegetables under study, standing over the keep abreast of developments in the prices of the evolution of the accident in the economic phenomena under study.
The study concluded the following:
1- estimated parity prices shows according to the number record of the cost of living in the countryside, increasing the price the actual price of equity in 2003 and 2008 and in the years from 2011 to 2014 for tomatoes, and in the years 1998, 2006 and 2007 of the cabbage, and in the years 1998, 2008, 2009, 2011 and 2012 and 2013 and 2014 for the zucchini, and a low price for the actual parity price of green peas in the years from 1999 to 2005.
2- calculated parity prices indicate in accordance with No. record for average per capita income in rural areas, increasing the price the actual price equality for tomatoes in 1998 and 2003 and in the years from 2011 to 2014, and cabbage in the years from 1998 to 2001 and in 2006, and zucchini in the year 1998 and 1999, 2008, 2009, 2011 and 2012, 2013 and 2014, and the decline of green peas in the years 2002 to 2006.
3- The estimated equity prices reflect in accordance with No. record for the value of vegetable production inputs, increase the price the actual price equal to the tomato in 2011, and green peas in 1998 and 2013, and cabbage in 1998, and the lack of price actual price equal to the zucchini in all years of study.
4- Calculated parity prices shows according to the number record of the value of vegetable production, increase the price the actual price equality for tomatoes in 2003 and 2011, and green peas in 1998 and 2009. In the years from 2011 to 2014, cabbage and zucchini in 1998.

أسعار المساواة لزروع الخضر الشتویة

السعر المزرعى هو السعر الذى یدفع للمزارع مقابل بیع محصوله فى المزرعة وفى هذه الحالة لا یتحمل الزراع تکالیف النقل أو غیرها من التکالیف ، وقد یضاف إلى السعر تکالیف النقل من المزرعة إلى السوق ، ویعتبر سعر المساواة أحد الأسالیب المستخدمة فى تحدید الأسعار الزراعیة ویحقق للزراع قوة شرائیة مماثلة للقوة الشرائیة الخاصة بالظواهر الإقتصادیة المستخدمة فى تقدیره مثل تکالیف المعیشة فى الریف ومتوسط الدخل الفردى فى الریف وقیمة مستلزمات الإنتاج النباتى وقیمة الإنتاج النباتى. ونشأ هذا النوع من المقاییس بسبب تغیر الأسعار الزراعیة بمعدلات أقل من الأسعار الأخرى ، وذلک لأن السلع الزراعیة تعتبر سلعا ًضروریة وذات مرونة طلب منخفضة ، وقد أدى هذا الوضع إلى حصول الزراع على أسعار لمنتجاتهم لا تنمو بدرجة نمو الأسعار التى یدفعونها لمستلزمات الإنتاج الزراعى ، مما نتج عنه توزیع الدخل القومى فى غیر صالح القطاع الزراعى ، ویمکن تقدیر أسعار المساواة عن طریق النسبة بین أسعار السلع الزراعیة وأسعار السلع غیر الزراعیة، أو النسبة بین الأسعار المقبوضة بواسطة الزراع للمنتجات التى یبیعونها والأسعار المدفوعة لشراء السلع التى یستهلکونها أو النسبة بین الأسعار المقبوضة بواسطة الزراع عند بیع منتجاتهم والأسعار التى یدفعونها للحصول على السلع والخدمات المستخدمة فى الإنتاج والإستهلاک ، ویمتاز هذا المقیاس بمراعاته لدینامیکیة العلاقات القائمة بین بعض أو کل الأسعار من ناحیة ، وتخطیه لعقبة حساب التکالیف أو الأرباح من ناحیة أخرى⁽¹⁾ ، وهذا ما حدا بهذا البحث إلى حساب الأسعار المزرعیة بطریقة أسعار المساواة المحسوبة وذلک لبیان مدى انحراف الأسعار المزرعیة الفعلیة عن أسعار المساواة خلال الفترة (1997 إلى 2014).
مشکلة البحث وأهدافه:
یشکوا الزراع بصفة عامة وزرَاع الخضر بصفة خاصة من عدم مواکبة تطور أسعار منتجاتهم للتطور الحادث فى قیمة مستلزمات الإنتاج مما یولد لدیهم شعورا ًبالغبن من ناحیة ویضعف قدرتهم الشرائیة من ناحیة أخرى.
وبناءا ًعلیه فقد استهدف هذا البحث تقدیر أسعار المساواة لزروع الخضر الشتویة الرئیسیة وتشمل الطماطم والبسلة الخضراء والکرنب والکوسة والتى تبلغ أهمیتها النسبیة 54.9 % من الرقعة المزروعة بالخضر الشتویة من ناحیة ، والوقوف على مدى مواکبة التطور فى أسعارها للتطور الحادث فى تکالیف المعیشة فى الریف ومتوسط الدخل الفردى فى الریف وقیمة مستلزمات الإنتاج النباتى وقیمة الإنتاج النباتى من ناحیة أخرى.
